With a teachers strike perhaps only days away, one weapon that CPS could use to end a walkout is a court injunction: A section of the Illinois Educational Labor Relations Act, added to state law during the 1990s, indicates that if a teacher strike “is or has become a clear and present danger to the health or safety of the public” the employer can ask for a legal injunction to stop the strike.

As CPS released new details on its strike contingency plan, pastors representing over 100 African-American and Latino churches demanded that CPS and the Chicago Teachers Union come to agreement on a contract, pledged to offer programs for students if teachers strike and charged that CPS has been slow to prepare for a possible walkout.

 CTU leadership has consistently said that salary will be discussed in the last stage of contract negotiations, and on Wednesday they revealed that CPS made a new offer. 

It is five days before the Sept. 10 strike date.

CPS officials have given up their hope of getting merit pay or what they call a differentiated pay scale in this contract and they will continue to reward teachers with salary increases for getting more educational degrees, said CTU President Karen Lewis on Wednesday.

With the unfortunate news that the Chicago Teachers Union has set a strike date for September 10, we are in desperate need of creative solutions.  The core problem is easily stated: The Chicago Public Schools does not have any additional revenue.  In an attempt to balance the budget this year, it raised property taxes to the maximum extent allowed by law and drained all its reserves.

In this fiscal climate, teachers want a raise that the district cannot afford.

Education and business leaders have told Chicago Public Schools CEO Jean-Claude Brizard that he'll be blamed by the mayor for the city ending up on the brink of a teachers strike and he may be on his way out, a high-ranking education source told the Tribune.

The Chicago Teachers Union’s House of Delegates voted unanimously on Thursday for a Sept. 10 strike, union leaders said. Cheering was heard seconds before hundreds of delegates began streaming out of the meeting. “We have done everything that has been asked of us,” CTU President Karen Lewis said. “We do not want to strike, but apparently the board does.”

But district spokeswoman Becky Carroll says "We have continued to make progress over the last couple days. If there was truly an impasse we wouldn't be meeting every single day through the holiday weekend and into next week."

Reporters camped outside at the Chicago Teachers Union's House of Delegates meeting have been told that the delegates have set a strike date of Sept. 10. 

Union officials are expected to give more details at a press conference following the meeting. A notice of intent to strike was filed yesterday with the Illinois Educational Labor Relations Board. More to come.

Meanwhile, community groups are scrambling to see if they can pull together their own plans for students if teachers decide to walk out.
