Nearly a year after early childhood programs sent in their applications for Illinois’ first-ever early childhood capital funding program, the $45 million in construction grants have yet to be awarded.

Why the long delay? A large number of applicants and the difficulty of managing the state’s biggest capital spending program in a decade.

In its second bid for early childhood funding under the Race to the Top competition, Illinois is scaling back its plans.

Illinois lost its first bid for $70 million in the federal grant competition and is applying again in a special second round for runners-up, but is only eligible for up to $35 million this time around.

The new application is being submitted today, and the decreased resources are evident.

 More than 200 agencies have applied for early childhood funding under a new process requiring schools and community organizations alike to compete for preschool and infant education dollars. 

CPS principals have until Nov. 2 to apply, but other agencies’ applications were due on Oct. 1 and are already being rated.

Journalist Paul Tough says many education reform efforts are bound to fail if they don’t address the non-cognitive qualities children need to succeed in school and beyond. The seeds for these qualities are planted in early childhood with a good bond between parent and child, which can protect a child from toxic stress. They also can be developed in the teenage years.

Recently, a group of Head Start programs sued the federal government alleging they were unfairly labeled as “deficient” and required to re-compete for funding.  While the lawsuit was not successful, the controversy is very instructive.  It reflects a much broader problem in the early education sector.  There are many methods for measuring quality that are widely debated and not easily understood by the general public.

Just 6 percent of early childhood teachers in a recent survey had bilingual or English as a Second Language credentials, according to a report released Tuesday by the Latino Policy Forum and New Journalism on Latino Children.

Since almost 20 percent of Illinois students come into kindergarten as English-learners, there is a substantial gap between the need for bilingual services and the supply.

Under a new system announced by Mayor Rahm Emanuel Friday, preschool programs will vie against each other in a highly competitive process to win city and CPS contracts.

Emanuel unveiled the long-awaited process, and announced the city will add at least 2,000 new preschool slots next year and more in future years. Another 4,000 children will receive increased access to wraparound services through existing early childhood programs.
