Surveys show not all teachers oppose use of test scores to rate teaching

A spate of teacher surveys is giving policymakers a clearer picture of what frontline educators think of emerging school reforms. But as Learning Point researchers Ellen Behrstock and Jane Coggshell point out: educators are often at odds with researchers and policymakers over how to evaluate learning and spark effective teaching.

This disconnect is poised to heat up as Illinois districts forge ahead with changes in teacher evaluations. By law, student performance data must become a “significant” factor for teacher ratings in Chicago by 2013 and all districts by 2016. Yet teachers have said loudly and clearly in two recent national surveys—one conducted by Learning Point and Public Agenda—that standardized tests are an inferior way to evaluate them.

Taking teachers’ views seriously could make or break the effort. Says Coggshell, “It’s not just listening to teachers...but really educating them on what are the benefits [of better evaluations] and what is involved and how much more work will it be for them. It’s a two-way conversation that needs to occur, and occur often.”

Taking teachers’ views seriously could make or break the effort. Says Coggshell, “It’s not just listening to teachers...but really educating them on what are the benefits [of better evaluations] and what is involved and how much more work will it be for them. It’s a two-way conversation that needs to occur, and occur often.”

Local union leaders will have some say over the exact mix of data—from interim assessments to grades—that will be used to measure student performance. But test scores are sure to be part of the mix, although only 12 percent of teachers rated scores as an excellent indicator in the Learning Point survey, which included teachers from Illinois.

Another survey by Scholastic and the Bill & Melinda Gates Foundation, in which nearly 40,000 teachers were polled, found that 92 percent of teachers say regular in-classroom assessments are either very important or essential in measuring student performance. Only 27 percent of those polled said the same about standardized tests.

Teachers will need to work fast to have their voices heard on evaluation changes in Illinois. Lawmakers granted state administrators the power to design “model evaluation plans” that districts must use if union negotiations do not produce an alternative within 180 days.

Gail Purkey, a spokesman for the Illinois Federation of Teachers, expects district leaders to negotiate in good faith.

“It’s impossible to listen to teachers too much,” Purkey says. “Teachers are in contact with the students the most. So, they have real knowledge of the challenges students face and how to effectively meet those needs.”

In Chicago, where time pressure is even greater, union officials are hopeful that stalled negotiations over evaluations will resume in the coming weeks. The city's teachers have experienced a number of controversial changes to their profession, from a boom in charters and turnaround schools to performance pay pilots.

“I think policymakers are listening to teachers, but I also think they are listening a whole lot more to each other and trying to please the business community,” says Connee Fitch-Blanks, coordinator for the Chicago Teachers Union Quest Center.

Still, she says joint union-board initiatives like Fresh Start and the Teacher Advancement Program are proof that administrators and teachers can listen to each other and hammer out school improvement plans. Moreover, Fitch-Blanks says the district’s Teacher Excellence pilot project, which has introduced a new tool to help principals and teachers dive deeper into the evaluation of classroom teaching, is off to a good start.

But much of the heavy lifting on Chicago’s evaluation changes is yet to come, from negotiating changes in how remediation will work for teachers with poor ratings, to settling on a mix of other factors that will impact ratings.

In that work, the role of test scores could offer a stark indicator for how seriously teachers’ opinions are taken.

To be sure, teachers do not entirely discount the value of state tests. Some 44 percent in the Learning Point survey rated tests as a good measure of their success. Three-fourths also rated “how much their students learn compared to students in other schools” as a good marker, suggesting further support for some sort of competitive, objective appraisal.

But few teachers, especially younger ones, rated test scores as an excellent indicator of good instruction.

According to Learning Point, new teachers are particularly wary of having test scores used in their evaluation. Half of those with less than five years of experience say scores are fair, at best, or poor measures, compared to about 30 percent for instructors with 20 years of experience.

Surveyed teachers were somewhat mixed in what they think are good indicators of skill. But nearly all agreed that student engagement is a good sign—albeit a tough one to measure.

“We have successfully shifted from the attitude of ‘I did my job and therefore I am a good teacher’ to ‘it’s not just that I taught but did my students learn,’” says Coggshell from Learning Point. “But teachers also understand that the devil is in the details.”

She says students learn not just in the classroom but from parents, friends and others outside of the school—factors that teachers expect their evaluators to consider.

“It’s important to understand the impediments to learning,” she says. “As states sort out [teacher evaluations] it will take some convincing that it’s being done fairly.”

Support not pay

In general, surveyed teachers downplay the role of financial incentives and emphasize support structures for improving instruction. Only half of the teachers surveyed by Learning Point say increasing their salaries would lead to stronger schools. On the other hand, researchers found:

  • About 60 percent say they would improve if they had more opportunities to master the art of differentiating classroom instruction.
  • Roughly 70 percent said that if they were transferring to another school they would prefer to take a job at one where instructional planning took place in tight collaboration with colleagues.
  • Another 70 percent—especially new instructors—say they want regular, detailed feedback on their teaching from principals.

Behrstock notes, however, that a third of teachers are leery of the ratings principals and other administrators would give them. Purkey from the IFT says the desire for principal support, coupled with the suspicion of principal ratings, only show how important it is for the state to also beef up evaluation and training for school administrators and instructional leaders.

While teachers were generally indifferent when asked about pay, many did indicate at least some interest in performance-based pay. About 70 percent of new teachers and 63 percent of veterans said they favored, at least somewhat, paying teachers more for “consistently working harder and putting in more time and effort than others.”

More specifically, nearly half of new teachers believe their instruction could improve if pay were based partly on test scores. (Just a third of their more seasoned colleagues agree.)

Again, Coggshell stresses that the way districts rollout such changes greatly affects the way teachers adopt them. She notes that a focus group with Chicago teachers involved in the Teacher Advancement Program—the district’s pilot program in merit pay—suggests the program has created at least some jealousy and animosity among participants.

Limits on listening

As Education Week recently pointed out, President Obama has signaled interest in hearing from teachers on a regular basis. His blueprint for a revamped Elementary and Secondary Education Act calls on states to report on teachers’ satisfaction with working conditions.

Purkey says that only makes sense. “Going forward, I think it’s good to be taking the temperature of teachers regularly. Not just to survey them, but to use the information to come up with school improvement strategies based on [the knowledge of] people in the field.”

But even if policymakers begin taking teachers’ concerns to heart, many issues will rest solely on the ability of districts to find funding.  Two-thirds of the teachers surveyed by Learning Point say reducing class sizes by 5 would be very effective at improving instruction.

That’s an expensive prospect, and Chicago teachers are barred from bargaining over class size. Research shows clear learning gains for K-3 grades when class sizes are reduced. But the impact on upper grades is less pronounced, notes Behrstock.

“But it’s about workloads and morale for teachers, not necessarily their instructional effectiveness,” she adds.

On this front, there may be non-monetary ways to ameliorate the effects of larger classes. Teachers emphasize that their effectiveness is not only impacted by how many students are in class, but also who is in the class. About 68 percent of teachers say they believe their ability to teach would be greatly enhanced if troublesome kids are removed from their classrooms.

Also, Behrstock says new teachers are more likely to struggle with teaching students of different abilities.

If districts are forced to hike class sizes, she adds, administrators can take a variety of steps to soften the blow—from hiring less-expensive teacher aides to cutting down on the number of papers teachers are asked to grade.

Regardless of the pressure—financial or instructional—Behrstock and Coggshell say policymakers need to at least improve their dialog with teachers.

Your headline is very misleading - it suggests that the most important finding of the survey is that teachers support (that's what "not opposed to" means) test score-based evaluation, when your excellent, detailed article clearly shows that they have numerous important concerns about the practice. Headlines are a key communication tool - they are all that many people look at and help form the basis for public thinking on vital public issues. There are so many other phrases that could have been used - this is the kind of thing that makes people accuse Catalyst of bias in your editorial viewpoint in favor of the business perspective.

it's true that teachers have concerns about using test scores to evaluate their work. But in looking at the numbers, it is surprising that to a larger degree than one might expect--teachers are not completely opposed to doing so, if other factors are taken into account.

As noted, the article is detailed, comprehensive and explores all the factors--something a headline simply cannot do.

I am fine with having testing to demonstrate my students learn and that I am an effective teacher ****IF**** the tests are developed and administered by people who are competent and understand what is being taught. In other words, if I am teaching students about evolution, don't give them a test on chemistry, then act all shocked and disgusted that they haven't "learned" anything, of course they haven't! They aren't studying what is being tested!

If someone would like to take a copy of my quarter plans and develop a test based upon that, have at it. But I already do that when I give Quarter exams.... Soooo..... Yeah.

It seems like there are some things that schools should be accountable for--i.e. student attendance--and others that make more sense for measuring teacher effectiveness. Why can't we design accountability systems for teachers that adjust for student attendance and just hold the school accountable for that. That way there's pressure at the school level to keep close tabs on attendance, but a teachers value-added ratings are focused on what she/he can actually control in the classroom.

Why are teachers responsible for students whoes parents do nothing to get them to school, parents who don't even care?

Teachers, God bless them, can't function without directives from their unions. If it were otherwise, at least some teachers would acknowledge they are lost and searching for the respect they enjoyed back in the day. They won't find that respect for obvious reasons. Among them? The world changed and teachers failed to notice.

The world changed to a place where people stab each other in the back for a crumb and a chance to please the principal. Where you get ahead by making other people look bad instead of working to make yourself look good. Where you sell out your colleagues so you can have the "good" kids put in your room. Where the principal makes life a living hell for anyone who asks for help with disruptive children. Yeah we know how the world has changed and you think we don't need unions? You're right - this union doesn't do anything, but I hope you are always the principal's favorite and that s/he never leaves because a new one might not think you're so wonderful. Then you'll wish you had a union to protect your due process rights asd the new guy/gal escorts you out the door.

Yeah the world has changed into a cutthroat dog eat dog place. Just hope you never have to deal with someone who doesn't like you because of your religion, race or sexual orientation. I've seen it happen and it wasn't pretty. Good luck. I know you are a terrific teacher who makes sure your students take personal responsibility and have no excuses for their shortcomings. I know you teach them critical thinking and how to take standardized tests. They are very lucky to have a teacher who believes in hard work and positive results. I'd just like to know how they deal with the other adults who disappoint them. Thank God you care.

America will have to make complete and final announcement that in
future all Multinational American Companies will get free land on
20-years lease and will set up under the BOOT agreement (in
undeveloped and poor countries) factories, mills five star hotels,
schools, colleges, universities, hospitals, air companies, shipping
companies, latest railway, bus transport and steel mills. All these

developed and poor countries well as their machinery and transport

the development of agriculture, industry, trade, education and
tourism. This suggestion, making an end to American Economic Crisis

To make successful American Foreign Policy at Global Level the
following planning is put before:
a) America will have to provide free scholar ships at least to ten top
master students (in each country) of medical and science in

group contains 100 persons) will have to arrange one hundred cultural
shows for three months in big cities of underdeveloped and poor
countries.
c) America will have to arrange exhibitions through his Embassies for
his latest products, in the underdeveloped and poor countries .All
these mentioned above industrial exhibitions will be arranged
continuously for two months. In the above mentioned exhibitions
present products will be sold except export order booking. In these
exhibitions, American Cultural Programs will have to arrange and
American Traditional Dishes will be kept for sale. In these
exhibitions American Tourism Stalls will also be put-up.

Following rules and regulations will be undertaken for the progress
and prosperity of American students.
a) Among metric, Fsc, Bsc, (eng} .Mbbs, Llb, Ca and diploma holders in

retirement the government will deduct 2 ½% amounts for their monthly
salaries.
2. The government of America will deduct 2 ½% amounts of salaries to
the employee and will deposit the same in government treasury which
shall be paid to the housing company on allotment of plots.
3. The housing company shall provide beautiful home to the government
or non government employee after 20 year of service.
4. The people not acquiring home after 20 year of service shall be
paid in whole by deducted total amount from their salaries during
their employment.
PLAN NO. 9
The government of America should follow the below regulations
immediately. For giving facilities to the government and
private employees.

The employees working in America shall be given pension from the
government treasury equivalent to 50%
Of their salaries.

Such employees who suffer from disabilities shall be given insurance
benefits for their whole lives for the government treasury.
And their children of the employees who face death also be
paid insurance to their parent’s salary.

All the employees working in America shall given free transportation,
medical facility, food and living during their tenure.

Employees leaving their jobs in America shall be paid given 3 months
advance salary.

President Barack Obama will become more popular by taking above
action, and industry wills also prosper more in America.

PLAN NO. 10
Ten thousand small dams planning during seven years in USA as a result
of this planning ten million
people shall obtain employment. Other than doubling the electricity
shall also benefit fish forming, tourism, agriculture
and trading.

To obtain the subjective following rules and regulation shall be observed.

Government and private institutes of America shall pay 5%share of their income

institutions of international standard for progress and construction
in all the backward countries of the world.
In the suggested institutions, the 50% investment would be done by
American government, and these institutions would work private
autonomous bodies.
In the underdeveloped countries, the developmental institutions would
sell these services privately in the following fields, in
collaborations with the suggested institutions.
Roads and bridges
Industrial zones
Housing projects
Car, bus and truck industries
Agriculture projects
Schools, colleges and universities
Hospitals and nursing training institutes
Poultry fish and cattle farm training institutes
Paper sugar and furniture industries
Textile and garment industries

PLAN NO. 12
To bring an agriculture and industrial revolution, the following
regulations would be implemented
a) In America, all the agricultural and technical institutions would
be given following concessions instantly.
1) All the new and old agriculture and technical institutes would be
from all kind of taxes i-e income Tex, sales tax and property tax
2) In America, all technical and agricultural training institutes
would get 50% investment from federal and provincial governments
3) Free books would be provided to students studying in these
institutes of international stand red.
4) All the expenses of students studying in these institutes would be
borne by the federal and provincial governments.
5) New courses of international stand red would be planned to teach in
these agricultural and technical institutes.
PLAN NO. 13

During the next seven years in America, the foiling rules and
regulations would be observed to install one million wind mills and
one million off shore tide tribunes.
In the result of implanting the suggested plan, besides a large scale
of production of pollution free electrical energy, there will be great
development in employment, agriculture and industry
1) Federal and states government would announce no tax on wind mills
and off shore tide tribunes.
2) To install wind mills and off shore tide tribunes the federal and
states governments provide free land near off shore.
3) To act upon the above mentioned plan, the federal and states
governments America would announce to provide 50% capital to initiate
the business.

During the next seven years in America, the foiling rules and regulations would be observed to install one million wind mills and one million off shore tide tribunes.

To install wind mills and off shore tide tribunes the federal and states governments provide free land near off shore.
To act upon the above mentioned plan, the federal and states governments America would announce to provide 50% capital to initiate the business.
Plan no 15

To develop agriculture, industry and business to increase production and to provide employment resources, the following rules and regulations would be implemented.
There would be a 50% tax relief to all factories, mills, schools, colleges and universities and commercial institutions, which are working in double shifts. The number of workers the second shift would be equal to the workers in the first shift.
In America , all federal and state government factories, mills, schools, colleges universities and all commercial institutions would be given 100% tax relief , which are running on triple shifts i.e. 24-hours,in such cases, the number of workers in second and third shifts should be equal to the number of first shift.
All the exporters in America, increase their exports in comparison to last year by 50%, would get 50%tax relief.
Those exporters who would double their exports 100% in comparison to last year would get 100% tax relief by the government.

Plan no 16
To develop agriculture industry trade and export and tourism in America, I recommend the following implementations.
1) For building new industries the federal and states governments shall provide free land to the local and foreign industrialists.
2) after the acquisition of land the industrialists shall have to start production within the first year, and till 20 years the industrialists shall have to start production within first year., and till 20 years the industrialists shall not be able to either close or sell their industries. And after that they will become the complete owners.
3) Similarly for building agro industries, federal and states governments shall provide free land.
A)dairy farms (b)poultry farms(c) cattle farms(d)fish farms (e)feed industries(f)fruit farms (g)tin pack fruit industry(h)milk powder industry (I )ghee oil and soap industry(j)biscuit and sweet industry(k)cold drink and juices industry(l)fertilizer industry(m)insecticide industry
4) government of America under new policy should provide counter trade(barter)facility for import and export to the rest of the world
Plan no 17.
To promote agriculture industry, trade, tourism and employment in America 50- thousand latest super stores with following rules and regulations would be installed.
1) in America, in the private sector, the federal and states governments would provide free land of 4- canals 8-kanals,16-kanals and 32-kanals area to install these super stores in different motor ways linking big and small cities.
In these latest super stores, all the necessities of life should be sold in whole sale and retail sale with 10% prophet only.
a)vetables,fruit and grains,flour,rice, ghee , oil and spices.
b) Mutton, beef poultry eggs and fish.
c) Cold drinks, milk shakes, juices and milk.
D) Medicines, fertilizer and insecticide.
e) Cloth, readymade garments, shoes, handbags and purses.
f) Books, stationary and watches.
g) Furniture.friges frezires, air condictioners and computers.
h)utensils and crockery, makeup items and paints.
i) Electrical appliances wires and sanitary material.
j) Cycles motor cycles, cars and tractors.
2) In latest super stores, the following services of international stand red would be provided to people.
A) hotel and restaurants. Parks, play land, gymnasium and swimming tanks.
b) Petrol pumps, gas station service station and car repairing
