As CPS prepares to close a record number of schools, the fate of students and communities is in question.

Chicago leads nation in new National Board Certified Teachers; city will host pilot certification program for principals

The National Board for Professional Teaching Standards today released the names of Illinois’ 732 new National Board Certified Teachers, including 302 from Chicago Public Schools – the most newly certified teachers of any district in the nation.

The announcement brings the total number of National Board Certified
Teachers serving in CPS to 1,310. Those who succeeded – about 40
percent of the candidates who applied – will be rewarded with a $1,750
pay raise from the district, as well as $3,000 a year from the state
during the 10-year life of their certificate.

Soon, administrators will be able to pursue a national certification,
as well. Chicago will host a pilot project that will offer national
certification to principals.  Announced last week, the project may accept candidates as early as December 2011, says Joan Auchter,
chief program officer for the National Board of Professional Teaching
Standards.

The principal program will evaluate nine “core propositions,” or
characteristics, including skills like leadership, vision, management,
learner development, instruction, ethics, and advocacy, as well as
their ability to create a “culture of learning” and equitable learning
opportunities for all students. Down the line, a leadership credential
for teachers will include similar criteria.

But it isn’t yet clear how the principals will be scored on such
intangibles. The evaluations could include videos, evidence of teacher
effectiveness, student data, or other components, Auchter says. Field
testing to make sure the measures are reliable will likely begin in
July 2010. The Chicago Public Education Fund committed $1 million to
the program in fall 2008.

About 500 applicants are in the pipeline for teacher certification next
year. A number of them are teachers who failed to receive
certification this year, says Nancy Schwartz, the Midwest
regional outreach director for the National Board of Professional
Teaching Standards. She says the organization is trying to provide
specific feedback to rejected candidates, and encourage them to stay in
the process.

Thanks! Hope the board doesn't pull the replace-the-carrot-with-the stick trick by reducing the promised stipend. Before this happens they should look at the latest compensation report of CPS administrators http://www.cps.edu/About_CPS/At-a-glance/Documents/CompensationReport.pdf - they should be able to find a few thousand to keep their promise to us.

The Board is obligated, via the 2007-2012 Agreement, to pay a $1750 stipend to CPS NBCTs. (Of course, they are obligated to do many things they don't actually do, but that's a different story I think.)

The $3,000 annual stipend from the state is the one that is at risk - state legislators may reduce or eliminate it at their leisure. This concerns me because in my case the financial rewards for Board Certification were significant. And those incentives were never explained to me as provisional or in any other way temporary.

I planned ahead and took out a 2nd $30,000 mortgage when purchasing my home knowing that I planned to pay it off over those 10 years with my state and CPS stipends. If either of those disappear I will be seriously pissed - and may lose my house.

all nbct teachers i know have been fired or released from their scholls either due to budget issues or becaue the school did not want them around.

I know a ton of NBC teachers and all have retained their jobs and their principals definitely want them around because they are part of a team of teachers producing results.

I come here for better coverage of reform education in Chicago. I would like to know more about the impact of National Board Certified teachers in minority schools. Those minority school teachers who go through this rigorous program and choose to remain in minority schools upon achievement certainly are the most deserving of our support and particularly of that stipend. I certainly hope minority school principals encourage their staff to consider this program and also consider the principal's program for themselves.

Does CPS consider this special area of teaching vital enough to put in place the kind of support these teachers and principals need to achieve? I'm not in any way looking for the negative answer - I'm just curious how it plays out in this tough area of teaching.

I have taught with NBCTs and have not been impressed with their work. It seems showy and all about them, not their students. For the most part , they seem to be the staff who view themselves as superior and wish it to be broadcast loudly. I have yet to meet a NBCT that I would want to teach my children.

The Board and the Union Chief talk all about NBCT as the solution without talking or addressing the BIGGEST PROBLEMS: DALEY!!! Daley has no conception of what good education is and what it takes to get there, hires incompetent leadership like Duncan and Huberman, who have no management experience running a large urban school district. It is unthinkable and madness to hire inexperienced top administrators, who's resume is so lacking. What is necessary is for school districts to follow what other high performing public school districts are doing and not INVENT crap and call it "innovative". What successful school districts are doing is building strong professional capacity and leadership of teachers as an organization and individually. We need to build and support STRONG PROFESSIONAL Communities in every school. Every citizen should read the watershed technical report by the National Staff Development Council.

“Most states and districts are still not providing the kind of professional learning that research suggests improves teaching practice and student outcomes,†says Linda Darling-Hammond, Charles E. Ducommon Professor of Teaching and Teacher Education at Stanford University, who wrote the report along with a team of researchers from Stanford’s School Redesign Network. “The research tells us that teachers need to learn the way other professionals do—continually, collaboratively, and on the job. The good news is that we can learn from what some states and most high-performing nations are doing.â€
The report is part of a multi-year effort that will track state’s progress over time and identify model policies and practices.

people need to start taking direct action(complaints, organizing, informing politicians, protest, boycotts, etc....) against the corrupt mayor and the corrupt teachers union otherwise they just laugh and threaten more people while firing anyone they want when they speak out against them.

Look at the parking meters we got ripped off right in front of our faces and the mayor just laughs with his buddies all the way to the bank every-time they raise the rates.
