School closings

As CPS prepares to close a record number of schools, the fate of students and communities is in question.

As CPS and the Chicago Teachers Union gear up for a battle over school closings, several board members took a hard line with CTU at Wednesday’s board meeting, accusing the union of uncivil behavior over the past months.

Two dozen parents packed a room at Edwards Center for Young Learners as Nadia Miranda, from CPS’ Office of Family and Community Engagement, made her recruiting pitch. As part of a new research study, their children would undergo extra testing. So would teachers, in the form of classroom observations. Parents would be asked to participate in workshops and share their views in phone surveys.  In return, the young students would get extra services, smaller classes, and a greater chance at success.

“It is a win-win,” Miranda said.

Of the two Grow Your Own Teachers candidates Catalyst Chicago profiled earlier this year, just one is headed to the classroom, and a research report released this summer has shed light on how a slow teacher hiring climate may be affecting the program’s graduates.

Michael Vargas, one of the teachers featured by Catalyst, landed a job teaching 8th-grade bilingual education at Calmeca Academy.

Nearly a year after early childhood programs sent in their applications for Illinois’ first-ever early childhood capital funding program, the $45 million in construction grants have yet to be awarded.

Why the long delay? A large number of applicants and the difficulty of managing the state’s biggest capital spending program in a decade.

In its second bid for early childhood funding under the Race to the Top competition, Illinois is scaling back its plans.

Illinois lost its first bid for $70 million in the federal grant competition and is applying again in a special second round for runners-up, but is only eligible for up to $35 million this time around.

The new application is being submitted today, and the decreased resources are evident.

When Mayor Rahm Emanuel in May announced details of his plans to raise the bar for CPS principals, he talked about three strategies. The district would offer a $25,000 signing bonus to bring in out-of-town principals who agreed to take jobs in low-achieving schools. A merit pay plan would, again, offer bonuses, this time to principals who met performance goals set by the district.

On the first day of school at Clemente High, about 120 more students show up than expected. It’s an early victory and a good start to the year for second-year principal Marcey Sorensen.

“We hope word is getting out that it’s a good place to be,” she says. More students have returned from last year, as well.

 More than 200 agencies have applied for early childhood funding under a new process requiring schools and community organizations alike to compete for preschool and infant education dollars. 

CPS principals have until Nov. 2 to apply, but other agencies’ applications were due on Oct. 1 and are already being rated.
