TO: Executive Committee of the Chicago Teachers Union

SUBJECT: Signing of Checks Issued by the Union, and Payment of Bills
In order to avoid any further confusion regarding the signatures that should appear on checks issued by the Chicago Teachers Union, I have advised the Union's Bookkeeping Department that my signature is to appear on all checks, and that such checks should be co-signed by Lue Esther Jackson if she is available, or by Treasurer Linda Porter if Ms. Jackson is not available. Only in cases where both the Treasurer and I are unavailable to sign checks, should they be signed by another officer of the Union. I have taken this action based on the Union's constitution and By-Laws and with the advice of the Union's legal counsel.
Please note that the section of the By Laws relating to this matter is very specific and that the procedures I am directing to be followed are in accord with that specificity.
Furthermore, the By Laws make it clear that the Treasurer is not directed to authorize or not authorize payment of Union bills, but rather "shall pay all authorized bills against the Union." The By Laws also state that the Treasurer's responsibilities as regards Union funds are "subject to the direction of the Union." Elsewhere the By Laws make clear that the President "shall be the chief administrative officer of the Union and shall have responsibility for general supervision of the functioning of the Union in all of its parts." As such, I am exercising my administrative responsibilities as follows as regards payment of bills: (1) Bills authorized for payment are those that have received the approval of the Executive Committee if they are in excess of $500; and (2) bills of less than $500 shall be authorized for payment by the President or by my designee.
I believe this clarifies our Union procedures as regards fiscal matters.
