Security Cameras Vs. Behavioral Support

In the middle of a long article about the increasing use of security cameras in urban school systems, I found a references to legislation that Obama and Durbin introduced this summer based -- apparently on prevention efforts that were used successfully in the 'burbs (here.). 

"This August, U.S. Senators Barack Obama and Richard Durbin, and U.S. Rep. Phil Hare, all Illinois Democrats, introduced into Congress the Positive Behavioral for Effective Schools Act, which would secure resources to expand programs across the nation that led to 38 percent decreases in suspension rates in some suburban Chicago school districts."

Any idea what they're talking about, and whether CPS is going the cameras route or the programs route?

Behavioral Support I would be thrilled if there were cameras INSIDE the schools so that everyone could see the mass pandemonium that many teachers experience everyday in their schools. I have been wanting to videotape the students' behavior for quite a long time, but I guess it's illegal for me to do that. However, if the state were taping the outrageous behaviour that passes today as "normal" student behaviour, perhaps we could effect some sort of change.
